Re “A way out of Albany’s congestion-pricing pickle” (March 19):
Congestion pricing will hurt one particular group of people. The task force’s recommendations include a taxi and for-hire vehicle surcharge of $2 to $5 per ride. Many partly disabled people and many senior citizens can’t use subways or buses and they don’t qualify for paratransit service. This group must rely on taxis and for-hire vehicles, and the surcharge would make transportation unaffordable for them.
