The task force’s recommendations include a taxi and for-hire vehicle surcharge of $2 to $5 per ride. Many partly disabled people and many senior citizens can’t use subways or buses and they don’t qualify for paratransit service. This group must rely on taxis and for-hire vehicles, and the surcharge would make transportation unaffordable for them. Sheldon Burke
